Community Revitalization Grant
Grant Amount:
- The Dunn County Job Development Authority (JDA) will provide funding to cover up to 50% of cleanup costs for city-owned and privately owned blighted properties up to $200,000 annually.
- The Dunn County JDA’s participation in funding will be based on available resources.
- Funding will be provided through a reimbursement process.
Eligibility:
- Incorporated cities and villages within Dunn County.
- Only properties classified as dilapidated or blighted are eligible for funding.
o Dilapidated housing is classified as housing that endangers the residents' life, health, or safety.
o Blighted housing is classified as housing that is uninhabitable, dangerous, abandoned, or poses a threat to the residents.
Application and Approval Process:
- Applicants must submit a detailed plan to Dunn County JDA.
o This should include estimates of the cost of removal.
o Dunn County JDA will assist in identifying alternative funding sources before applying to the full board for approval.
- An initial application must be submitted to staff. The DCJDA staff will assist in identifying alternative funding sources before the application is submitted to the full board for approval.
- Once the plan is reviewed, the full board will make the final decision on funding.
- Dunn County JDA will reimburse cities for up to 50% of the removal costs, as funding allows, up to $200,000 annually for the whole program.
- Applicants must provide documentation of paid expenses and proof of project completion for reimbursement.
Project Timeline:
All cleanup projects must be completed within one year of receiving funding approval.
Resale of Properties:
Cleaned-up properties should be sold at no higher than 10% above taxable value to encourage further development.
Funding Frequency:
- Applicant can apply once per calendar year until the program's annual funds are depleted.
- Recipients must complete open projects before re-applying unless approved by the Dunn County JDA.
Terms and Conditions:
- Any exceptions to the program guidelines must be requested in writing at the time of application.
- Any additional project deviations will be reviewed by the Dunn County JDA Board on a case-by-case basis. This includes additional funding, time extensions, etc.
- Applicants will be required to sign a Business Incentive Agreement and Memorandum of Understanding, guaranteeing that the funds will be used according to the details included in the application.
- Dunn County JDA reserves the right to cancel the program in the event of failure to comply with this agreement.
- Application to the program does not guarantee funding.
- All applications must be signed off on (approved) by the local taxing authority prior to consideration by the JDA Board.
- Dunn County JDA will have the authority to approve, disapprove, or make changes as necessary.
- Dunn County JDA reserves the right to request additional information as needed.
